The regular annual part of our fascinating and not simple journey through life has come to the end and the New Year 2007 is coming. Let’s congratulate each other! We haven’t avoided disappointment bitterness but we have survived. The gained experience allows us to make mistakes with more confidence and less losses. And it makes us put ourselves more and more questions.

Editor’s note Recently I had a chance to be a witness of one discussion at the conference. A highly respected sociologist tried to damp conference participants’ ardour on the issue of the day that is financing of culture according to its final result. What does your agony about the standards and special programme figures mean, who of the powers that be are interested in the polemics about “result in culture” meaning? – he asked. The informal culture exists and it will exist without any reforms. And the official sphere of culture has got the state order to organize leisure of the population.

The Second International Forum of the 60th parallel cities that has just taken place in Surgut is the main subject of the June number of the magazine. Many participants of the held discussions and meetings defined the meaning of this event as the point of assembling. Strategies of development, sum of technologies and information about existing or prospective resources of northern cities and territories can be gradually put together in the overall picture of life and future region that has not existed yet as a received political subdivision.

The topic that is on the cover of the magazine is relevant as never before during the times of culture development. “Let’s look whom are we suggested as an ideal for our money?” we say as consumers. What are cultural codes and sign constructions with the help of which intellectual and spiritual growth of the nation is provided? As official producers of notorious culture we keep silence perplexedly in answer to this question since we in a majority were busy with the reproduction of customary cultural forms, no more.
